The Investment Case for Children’s Residential Care

Children’s residential care is a sector defined by non-discretionary demand, substantial regulatory barriers to entry, and a chronic national shortage of placements. For investors willing to engage with the operational complexity, the risk-adjusted returns available from well-run residential care businesses are difficult to replicate in other asset classes.

Non-Discretionary Demand

Local authorities in England have a legal duty to accommodate looked-after children. In 2023, there were approximately 83,000 children in care in England, with around 15% in residential settings. Unlike healthcare or education where private provision competes with NHS or state alternatives, children’s residential care is almost entirely delivered by private and third-sector operators working under commissioning agreements with local authorities.

Barriers to Entry Are High

Every residential home must be registered with Ofsted and receive an inspection rating before accepting children. New registrations require CQC-equivalent scrutiny of the physical environment, staffing ratios, safeguarding procedures, and responsible individual credentials. This process typically takes 6–12 months and requires significant preparatory investment — a meaningful deterrent to new market entrants.

The Supply Shortage Is Acute

The Independent Review of Children’s Social Care (2022) identified a shortfall of several thousand residential placements nationally. Local authorities routinely place children outside their area due to local supply constraints, with out-of-area placements carrying a per-week cost premium that benefits well-located established providers.
